According to jpninfo.com, Otaru Canal is one of the best three spots for winter illuminations in Hokkaido. The illumination event here has two parts: Ao no Unga (青の運河) (Blue Canal) from mid November to January, and Yuki Akari no Michi (雪あかりの路).
The Blue Canal features 10,000 blue LED lights decorating the canal, and is located just across the hotel we stayed in. The second part of the event is usually held in February and is much shorter. For 2018, it will be from February 9-18. Even though it's shorter, the Yuki Akari no Michi (Snow Light Path) is more famous and attracts more visitors.
You can find more info on the city website.
That evening, the heavy snow storm already subsided and there was only light snowfall left. We hung out at the canal and took some pictures. Or to be more precise, I was happy taking pictures while DH and Miss Kiki mostly played with snow when not forced to pose for my pictures :D
